for re-election for the term next ensuing and each of said Col-
lectors before entering upon the discharge of his duties shall
give bond conditioned for the faithful performance of his duties
in the collection of State and County taxes, as provided by Sec-
tions 33 and 34 of Article 81 of the Code of Public General Laws
of the State of Maryland with personal or corporate surety or
sureties to be approved by the County Commissioners, except
that the penalty in the said bond of said Collectors for collection
of County taxes for the First Tax Collection District shall be in
the sum of Fifty Thousand Dollars, and that the penalty of said
bond of said Collector for the collection of State taxes shall be
in the sum of Fifty Thousand Dollars; the penalty in the bona
of said Collector for the collection of County taxes for the Sec-
ond Tax Collection District shall be in the sum of Forty Thou-
sand Dollars, the penalty in the bond of said Collector for the
collection of State taxes shall be in the sum of Forty Thousand
Dollars; and the penalty in the bond of said Collector for the
collection of County taxes for the Third Tax Collection District
shall be in the sum of Thirty Thousand dollars, and the penalty
in the 'bond of said Collector for the collection of State taxes
shall be in the sum of Thirty Thousand Dollars; and the said
County Commissioners at their April Session in the year 1914
and in each year thereafter, shall before said Collectors enter
upon the performance of their duties, fix the salary or compensa-
tion of each of said Collectors for the ensuing year, to be paid
by the Commissioners, and not retained out of the collections
by the Collector, which amount so fixed by the said Commis-
sioners, shall be in full of all compensation of every kind to be
paid the said Collectors for collecting the State and County
taxes, so placed in their hands for collection from year to year,
and Sections 33 and 34 of Article 81 of the Code of Public
General Laws so far as the same relates to Allegany County, is
hereby repealed, except as hereinbefore provided; and the salary
or compensation shall be upon a commission basis to be deter-
mined by the Commissioners; and shall be payable in monthly
installments only on taxes collected and paid over; one-third of
which shall be retained or withheld by the Commissioners until
final settlement by the respective Collectors with the said Com-
missioners.

SEC. 2. Be it enacted, That the above provisions being neces-
sary for the immediate preservation of the public health or
safety, and that the same is an emergency law, that this law
shall take effect from the date of its passage.
