Section 432. Each applicant desiring to hold races. on the
day or days awarded by the commission shall, before the issu-
ance of any license and on or before the first day of May fol-
lowing the allotment of such days, pay to the said commission
a license fee as follows: Seventy-five dollars for each day of
any meeting for the conduct of races, up to five days, and three
thousand dollars for each additional day thereof; provided,
however, that each applicant desiring to hold races on a mile
track, or any track over one-half mile, shall pay to said Com-
mission a license fee of three thousand dollars for each and
every day such applicant shall conduct or hold races, and the
provision above for seventy-five dollars for the first five days
shall not apply to any applicant desiring to hold races on &
mile track, or on any track over one-half mile; and provided
further, that before said Racing Commission grants any dates
whatever to any applicant for holding any race meeting in
Baltimore County, the license fees aforesaid shall be paid in
full in cash or certified check to said Racing Commission, and
in the event that said racing dates are not granted as applied
for, a refund shall be made by said Racing Commission to
said applicant, pro rata for such dates not granted. Any vio-
lation of the above provisions by said Racing Commission shall
subject each member thereof, upon conviction, to a fine of not
less than one thousand dollars and imprisonment in the Balti-
more County Jail for a period of not less than three months.
Section 435. The said Racing Commission shall have full
power to prescribe rules, regulations and conditions under
which all horse races shall be conducted in Baltimore County,
and may make rules governing, restricting or regulating bet-
ting on such races, and a violation of any of such rules, regu-
lations or conditions with or without the consent of the licensee
shall be sufficient cause for the commission to revoke forthwith
the license under which such races are conducted and said
commission may thereafter refuse any license to the corpora-
tion or association whose license has been so revoked.
Every person -aiding or abetting in the conduct of any meet-
ing in Baltimore County at which the racing of horses shall
be permitted for any stake, purse or reward, except in accord-
ance with a license duly issued and unrevoked by the Balti-
more County Racing Commission shall be guilty of a misde-
meanor, and upon conviction, shall be punished by a fine of
not less than $500 and not more than $2000 for each day of
such unauthorized meeting or by imprisonment for not ex-
