of March, 1887, and recorded in Liber No. 90, folio 233, one
of the Land Records of Washington County.

SEC. 2. And be it further enacted, That the Mayor and
Council of Hagerstown, in order to provide for the payment of
the $13, 000, being the balance due of the purchase money of
the real estate and property described in Section 1, is hereby
authorized and empowered to levy upon the assessable basis of
Hagerstown at the time of any annual levy therefor a sum of
money sufficient to pay the sum of $13, 000 for said property.

SEC. 3. Be it further enacted, That this Act shall take
effect from June 1st, 1918.

Approved March 22nd, 1918.

CHAPTER 8.

AN ACT to repeal and re-enact with amendments Section 17
of Chapter 171 of the Acts of the General Assembly of
Maryland of the year 1908, entitled "An Act to incorporate
the town of Rock Hall, in Kent County. "

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 17 of Chapter 171 of the Acts of the Gen-
eral Assembly of Maryland of the year 1908, entitled "An Act
to incorporate the town of Rock Hall, in Kent County, be and
the same are hereby repealed and re-enacted with amendments
so as to read as follows:

Section 17. And be it enacted, That the said corporation
shall have the power to levy and collect taxes in said town not
exceeding the rate of fifty cents on the hundred dol-
lars, in any one year, on all assessable property in said town,
on the same basis of assessment as the said property shall for
said year be assessed for State and County purposes; pro-
vided, that all property in said corporate limits used only for
agricultural purposes shall only be assessed as such agricultural
property and not as town lots. On the first day of October
in each year taxes shall be deemed to be in arrears and inter-
est shall be charged and collected from that date until paid;
and immediately after the first day of October the Collector
of Taxes shall deliver to each delinquent who has not prior
thereto received the same, an account of his assessment and the
