AND WHEREAS, The Mayor and Council being obliged to pro-
vide quarters for the Police Department and rooms for the
sitting of the Police Justices of Hagerstown, and having so
provided 'the same for many years by renting for short periods
only.

AND WHEREAS, In the year 1912 the owners of the property
then occupied by the police of said city and the Police Jus-
tices aforesaid was about being sold by its owners and the
Mayor and Council of Hagerstown fearing that it would
have to vacate same at the end of the year, it did on the
llth day of October, 1912, enter into a lease for said prop-
erty, the same being described in the body of this bill with
its owners, S. W. Kent Miller and Martha Miller, his wife,
for a period of twenty years, with a right to purchase the
same for the sum of $20, 000 at any time during said period.

AND WHEREAS, The Mayor and Council of Hagerstown at the
signing and sealing of said lease did pay the sum of $7, 000
cash to the said S. W. Kent Miller and wife, the same to be
applied to the purchase money in the event of the Mayor
and Council carrying out the provisions of said lease and
there being now a balance of $13, 000 due to be paid by the
Mayor and Council of Hagerstown to acquire the deed for
the property in fee simple.

AND WHEREAS, The said S. W. Kent Miller and wife in pur-
suance of said lease did execute a deed of trust dated 12th
day of October, 1912, with power therein to convey the said
property to the Mayor and Council in fee simple upon the
payment of the balance of said purchase money, to wit, $13, -
000, and the Hagerstown Trust Company is ready and will-
ing to convey the same to the Mayor and Council in fee
simple upon the payment of the said sum of $13, 000 as afore-
said. Now, therefore,

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and Council of Hagerstown, Mary-
land, be, and it is hereby authorized and empowered to carry
out the provisions of said lease as aforesaid mentioned by ac-
quiring by said purchase two adjacent parcels of land with
improvements thereon for the sum of $20, 000 in fee simple
by paying the balance due thereon of $13, 000, said property
is situated on the west side of North Jonathan Street, in
Hagerstown, Maryland, the same to be used for municipal pur-
