approval of the said State Board of Agriculture, shall be fixed
by the said State Board of Agriculture and the said Board
shall also have power to make such other expenditures as in
its discretion may be necessary or desirable to promote the
interests of the tobacco growers of the State, and efficiently and
economically to manage the State tobacco warehouses.
32. The inspector shall charge for reconditioning and re-
packing all stayed tobacco, and for reinspecting and redraw-
ing, such rates as shall be fixed from time to time by the State
Board of Agriculture, and such charges shall be paid by the
owner or his agents; and for all outage the charge shall be as
fixed from time to time by the State -Board of Agriculture and
shall be paid by the shipper of the tobacco or his agents.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assem-
bly, the same shall take effect from the date of its passage.
