registration. But should there be no bid for said printing and
advertisements, or should the County Commissioners reject any
or all of said bids, which power is hereby specially given them,
then the County Commissioners may apportion the printing
to such paper or papers published in Howard county as they
may be able to contract with. But should there be no con-
tract awarded as aforesaid, the County Commissioners may
have said printing and advertisements done wherever the pub-
lic interests may be best subserved, but in no case shall the
total costs of the same exceed one thousand dollars; provided,
however, that in the years of new registration the cost of
printing the list of names of the newly registered shall not be
included in the said amount.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 419.
AN ACT to repeal sections 51, 52, 53, 54, 55 and 56 and 56A,
56B, 56C, 56D and 56E of article 14 of the Code of Public Local
Laws of Maryland, title "Howard County," sub-title "Elli-
cott City," as enacted by the General Assembly of Mary-
land in the Acts of 1896, chapter 316, and to enact in lieu
thereof the following sections, to become sections 51, 52, 53,
54, 55 and 56, and the additional sections 56A, 56B, 56C,
56D and 56F of said article, under said sub-title of "Ellicott
City."
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 51, 52, 53, 54, 55 and 56, and sections 56A,
56B, 56C, 56D, 56F and 56G of article 14 of the Code of Public
Local Laws of Maryland, title "Howard County," sub-title
"Ellicott City," as enacted by the General Assembly of Mary-
land in the Acts of 1896, chapter 316, be and the same are here-
by repealed, and the following be and they are hereby en-
acted in lieu thereof, to be sections 51, 52, 53, 54, 55 and 56
and 56A, 56B, 56C, 56D, 56E and 56F of said article 14 of the Code
of Public Laws of Maryland, title "Howard County," sub-title
"Ellicott City."
51. The Mayor of Ellicott City shall, before the first day of
January, previous to each election for Mayor and members of
the City Council of Ellicott City, appoint one person a resident
voter of Ellicott City, officer of registration of Ellicott City,
who shall hold office for two years from the date of his appoint-
