improve the streets of the city, or to do any or all of these
things, or any part or parts thereof, in such manner and by
such methods as said Commission, or a majority thereof, shall
determine. The said Commission is also authorized and em-
powered to employ and fix the compensation of such assist-
ants as engineers, clerks, mechanics and laborers as may be
necessary for the carrying on of the -work or works they may
undertake under this Act, or the said Commission may make
contracts for the accomplishment of any or all of the before
mentioned purposes or parts thereof.

SEC. 6. And be it enacted, That all contracts and obliga-
tions entered into by the said Commission or a majority of
them, shall be binding as against the city of Havre de Grace.
The Commission, or a majority of them, shall have the power
to issue orders on and demand payment from the Mayor and
City Council of said city on account of any contract made, work
done or material furnished for any of the purposes for which
they are appointed under and by virtue of this Act. And the
said Mayor and City Council shall, upon the written demand
of said Commission, or a majority of them, forthwith pay for
any contract entered into, work done or material furnished
to or by said commission for the extension of the outlet of the
city sewer, the providing of land, buildings and equipment for
the city fire department, and the improvements to the streets
of said city out of the money received by the Mayor and City
Council from the sale of the bonds aforesaid, excepting that
amount they are authorized by this Act to use for the pay-
ment of the debt due the Havre de Grace Water Company.

SEC. 7. And be it enacted, That it shall be the duty of the
said Commission appointed by this Act, or their successors,
to render an account to the Mayor and City Council of said
city on the first Monday of each and every month, of their ex-
penditures, together with a full account of their proceedings.

SEC. 8. And be it enacted, That in the case of the death, res-
ignation or refusal to act of any or either of said Commission,
a majority of the other Commissioners shall have full power
to fill such vacancy; provided, however, said vacancy is filled
from the list of registered voters and taxpayers of said city.

SEC. 9. And be it enacted, That all Acts or parts of Acts in
conflict with this Act be and the same are hereby repealed.

SEC. 10. And be it enacted, That this Act shall not take effect
until it shall have been submitted to a vote of the duly regis-
tered voters of the city of Havre de Grace, and shall have been
approved by a majority of the votes of the said voters cast at
an election, which shall be held on the fourth day of May, in
