and by the authority of this Act, as a part of the contract be-
tween the corporation of the city of Havre de Grace and the
purchaser or purchasers of said bonds, as security for the
payment of the principal and interest thereof as the same
shall mature, a pledge of the money authorized to be paid
to the said city and which the said city is entitled to receive
under section 192, chapter 180, Acts of the General Assembly
of Maryland of 1890, aforesaid, and the purchasers and hold-
ers of said bonds shall have the right to rely and insist upon
said security so pledged to him or them until said bonds are
fully paid, and in case it shall happen that in any year the
money received by the said Mayor and City Council under and
by virtue of section 192, chapter 180, Acts of 1890, aforesaid,
shall be less than one thousand dollars, then the Mayor and
City Council shall, whenever and as often as such deficit shall
occur, levy upon the assessable property of said city and col-
lect a sum which, together with the sum received by them under
and by virtue of section 192, chapter 180, Acts of 1890, afore-
said, will amount to said sum of one thousand dollars and
place the same in the sinking fund, and the provisions of this
section shall enure to the purchaser or purchasers of said
bonds, their heirs, executors, administrators, or assigns, and
shall be a part of the obligation expressed in said bonds.

SEC. 4. And be it enacted, That the Mayor and City Council
of Havre de Grace shall deposit the money received from the
sale of said bonds in some bank or banks of said city, subject
to the order of the Mayor and City Council, for the payment of
the debt due the Havre de Grace Water Company, extending
the outlet of the city sewers, providing buildings and equip-
ment for the city fire department and improvements to the
streets of said city, and for no other purposes. In the event
that the Mayor and City Council shall pay, or authorize to
be paid, any of the money received from the sale of said bonds
for other purposes than mentioned in this Act, then the said
Mayor and City Council, as individuals, shall be liable to the
city of Havre de Grace in their personal capacity for the
money so expended.

SEC. 5. And be it enacted, That John A. Russell, Richard
H. Smith, Murray Vandiver, Isaac Hecht, Clarence A. Pusey
and Daniel W. Hopkins, together with the Mayor and City
Attorney, ex officio, shall be and they are hereby appointed
a Commission. The said Commission, or majority thereof, is
hereby authorized and empowered, by virtue of this Act, to
extend the outlet of the city sewer, to acquire land, erect build-
ings and provide equipment for the city fire department, to
