added to the Code of Public Local Laws, title "Cecil County,"
sub-title "Elkton," to be known as sections 138s, 138C, 138D,
138E, 138F, 138G and 138H.

SEC. 138B. The President and Commissioners shall have the
power to construct and maintain a general system or systems
of sewers for said town; provided, however, that before the
said President and Commissioners shall proceed to construct
any systems of sewers they shall first submit said proposition
to the legally qualified voters of said town at the next town
election, and if at said election a majority of the votes cast at
said election shall approve of any such proposition, the presi-
dent and commissioners shall thereupon proceed to carry th'e
same into effect.

SEC. 138c. To carry into effect the proceeding sections the
said President and Commissioners are hereby authorized and
empowered to construct and maintain said system of sewers out
of the ordinary revenues of said town, or if in their judgment
they may deem it expedient and necessary, they are hereby au-
thorized and empowered to issue on the credit of the said town
of Elkton, bonds to an amount not exceeding twenty thousand
dollars, or so much thereof as may be necessary to carry into
effect the provisions of the preceding section, to be redeemable
at a period not exceeding thirty years from the date at which
they were issued, at the discretion of the said President and
Commissioners at a rate of interest not exceeding five per
cent, per annum, payable semi-annually on the faith and assess-
able property of said town are hereby pledged for the payment
and redemption of the principal and interest of said bonds.
Said bonds shall be of denominations, to be determined by said
board, and shall be signed by the said President, sealed with the
seal of said corporation and attested by the secretary.

SEC. 138D. The said bonds shall be exempt from county and
municipal taxation.

SEC. 138E. If necessary in order to pay the interest on said
bonds and the principal thereof as the same shall from time to
time mature, the said President and Commissioners are hereby
authorized and empowered to levy such additional tax (beyond
the limit fixed for the regular town tax of said town) on the
assessable property of said town as may be necessary therefor.

SEC. 138p. In order to carry into effect the provisions of the
four preceding sections, the said President and Commissioners
are hereby given full power and authority to construct and
maintain said sewers or system of sewers within the streets,
alleys, sidewalks and public thoroughfares of said town, and if
necessary to acquire and occupy or use public land, earth or
