722 LAWS OF MARYLAND.

select the site for and location of said courthouse and public
offices; secure and approve plans and specifications, award con-
tracts for and superintend the construction of the said public
building and fire-proof offices hereby intended to be built;
and also to attend to the proper furnishing of the same out of
the funds hereby provided, and which may be .derived from the
sale of the old court house property as hereinbefore pro-
vided; as well as from any appropriation which may be made
from other sources for said buildings and offices; and the said
commission for all services rendered shall receive no compensa-
tion, and said County Commissioners shall execute all contracts
awarded by said County Commissioners, and pay the contrac-
tor or contractors such sums as may be due under said con-
tract; provided, that said commission shall have no interest
in said contract or contracts, and all vacancies that may occur
in said commission shall be filled by the members thereof, and
a majority of the members of said commission shall constitute
a quorum for the transaction of business.

SEC. 6. And be it enacted, That the said County Commission-
ers after the completion of the said new courthouse and public
offices and the removal of public records and other removable
property of said county therefrom are hereby authorized and
directed to sell the old courthouse property either at public or
private sale at the best price obtainable therefor; but shall first
offer it at public sale and shall convey the same to the purchaser
or purchasers thereof, and the money arising from such sale
shall in the first place so far as may be necessary, be applied to
the furnishing of the room of the Circuit Court, jury room,
judges' room and library and public offices in said new court-
house, and then to the payment and liquidation of the bonds
hereby authorized to be issued and for no other purposes.

SEC. 7. And be it enacted, That all Acts and parts of Acts
inconsistent with the provisions of this Act be and the same are
hereby repealed.

SEC. 8. And be it enacted, That this Act shall take effect
from the date of its passage.

AN ACT to add seven additional sections to article 8 of the
Code of Public Local Laws, title "Cecil County," sub-title
"Elkton," to be known as sections 138B, 138C, 138D, 138E,
138F, 138G, 138H.

SECTION 1. Be it enacted ly the General Assembly of Mary-
land, That seven additional sections be and the same are hereby
