SEC. 95. Said bailiff shall give bond to be approved by the
County Commissioners as other constable's bond for the faith-
ful performance of his duties as constable, and also bond to
said president and commissioners for the faithful performance
of his duties as town bailiff, and the faithful performance of
such duties as may be imposed upon him by the ordinances of
said president and commissioners.
SEC. 89. They shall have the power to open any streets, lanes
and alleys in the town, or to extend these already open, and to
straighten and increase the width thereof, and to remove all ob-
structions from those already located and used, and if they can
not agree with the owner of the land or other property neces-
sary for this purpose or such person being incompetent to con-
tract or shall reside out of Cecil county, then such land or other
property may be condemned for the purposes aforesaid in the
manner prescribed in the Code of Public General Laws, and
may assess and levy the damages and expenses thereof generally
upon the whole of the assessable property of the town, or espe-
cially upon the assessable property of persons benefited thereby.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 625.
AN ACT to repeal and re-enact with amendments section 106c
of article 8 of the Code of Public Local Laws, title "Cecil
County," sub-title "County Commissioners," as enacted by
chapter 387 of the Acts of the General Assembly of Mary-
land of 1894, and to add an additional section to said article,
to be designated as section 106D, to follow immediately after
106c.
Whereas a bill has passed the House of Representatives pro-
viding for the improvement of the public roads of Cecil county;
and,
Whereas the said bill imposes additional duties, and will
greatly increase the labors of the County Commissioners of
Cecil county; therefore,
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section 106c of article 8 of the Code of Public Local
