board, he shall receive a sum not exceeding seventy-five dollars
per annum as salary therefor, or a proper proportion thereof, in
case he should resign or be removed during any year, said pro-
portion to be rated for the time of his service, and said salary
shall be paid as the said board shall direct. Said board shall
have the power, at any time, to fill the vacancy in said office of
treasurer caused by death, resignation, removal or otherwise,
and the preceding portion of this section shall apply to a treas-
urer so appointed, except as to the term of his office, which shall
be only to fill the unexpired term of his predecessor.

SEC. 89A. Said treasurer shall have the same power and au-
thority to enforce the collection of town taxes, general or
special, as are conferred upon the County Treasurer of Cecil
county for the collection of State and county taxes, by sections
120 and 121 of article 8 of the Code of Public Local Laws of
Maryland.

SEC. 89B. All money belonging to the said corporation which
shall come into the hands of the said treasurer during each
week shall be deposited by him by the close of said week in a
national bank in Cecil county to the credit of the president and
commissioners, and the monies thus deposited shall be drawn
out only by check signed by said treasurer and countersigned
by the president of said board, and in case of absence or dis-
ability of either, or both of them, or a vacancy in either, or both
of said positions, then by check signed and countersigned by
such person or persons as said board shall designate. All docu-
ments, books and papers belonging to the office of treasurer are
hereby declared to be the property of said body corporate, and
at all times subject to the examination of said board, and to-
gether with the money in his hands belonging to said corpora-
tion shall at the end of his term or upon his removal from of-
fice, be turned over to his successor as soon as he shall have
qualified as aforesaid, or to such person as said board may
designate.

SEC. 89C. Said treasurer shall pay and discharge the obliga-
tions and debts of said corporation with the monies so as afore-
said in his hands, and disburse the same only under the orders
and directions of the board aforesaid, but no obligation shall be
discharged or debt paid without the same has first been duly ex-
hibited to and passed by said board and ordered to be paid by
it, and in no case shall said deposit or deposits be withdrawn
from said bank for any other purpose, except upon resolution
passed by said board and entered upon its minutes.

SEC. 89D. The said board shall appoint a secretary and pre-
scribe his duties and the entire compensation for all the ser-
