provide a sinking fund for their payment at maturity, provided
the sum shall not exceed the rate of fifty cents on the hundred
dollars on all property subject to municipal taxation within the
corporate limits of the town of Sykesville.

9c. And be it enacted, That at the next election for Mayor
and Common Council after the passage of this Act, there shall
be printed on the ballots "for issue of bonds," "against issue of
bonds," and if a majority of the ballots cast shall be in favor
of the issue of bonds then the provisions of the Act shall be-
come at once effective and binding; but if a majority of the
votes cast shall be against the issue of bonds, then this Act
shall be in abeyance for a period of one year, or until the first
Monday in May, 1909, when the qualified voters of the said
town may again vote as herein provided, and if at the second
election, a majority of the qualified voters shall vote for the
bond issue, then the provisions of this Act shall take effect,
but if a majority of said voters shall vote against the bond
issue, then this Act shall be held utterly null and void, and the
judges of said election or a majority of them shall make a true
and correct return of the votes cast for issue of bonds and
against issue of bonds, to the Mayor of said town, who shall
announce the result thereof.

20A. And be it enacted, That the treasurer shall also act as
assessor and shall make and return to the Mayor and Common
Council on or before the 25th of June, in each and every year,
a full and complete list of all lawful property, stocks and in-
vestments in said town liable to taxation and not found on the
tax books of Carroll and Howard county. The Mayor and
Common Council shall have the power to make any alteration
in the assessment made by the treasurer which they may think
proper and right. The treasurer shall receive a fee of twenty-
five cents (25) for each assessment made by him of new or
missed property.

23A. And be it enacted, That the said justices of the peace
for Carroll county shall; once in every thirty days, turn over to
the treasurer of Sykesville all fines collected in the name of the
Mayor and Common Council of Sykesville, together with a full
statement showing from what source said fines were derived.

SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.
