706 LAWS OF MARYLAND.

7A. And be it enacted, That the Mayor and Common Council
shall have full power or authority to regulate and provide for
the issuing of licenses or permits for all hawking, peddling and
vending of goods, wares and merchandise of every description
upon the streets, lanes, alleys or highways of the town of
Sykesville, and to issue licenses or permits to all itinerant ped-
dlers who may go from house to house to vend or sell any
goods, wares or merchandise; to issue licenses to any and all
persons entering into or beginning any transient business in
said city, for the sale of any goods, wares or merchandise; to
regulate and provide for the issuing of licenses to all traveling
persons who dispense medicines or medical advice; to levy a
tax on all gas companies, water companies and electric light
companies; to impose a license on all telephone and telegraph
companies, which license shall not exceed one dollar for each
pole erected within the limits of the said corporation; to
license dogs, and to .provide for the killing of all worthless,
dangerous and annoying dogs, and of all dogs not properly
licensed; and they may pass all ordinances necessary from time
to time to carry out and enforce the foregoing provisions, and
to enforce the observance of such ordinances by reasonable fines
and penalties, not exceeding fifty dollars in any one case,
as may appear to them right, and they may recover said fine or
penalty by an action of debt, and in addition thereto they may
provide for the imprisonment of the offender for a period not
exceeding thirty days, or until the fine is paid.

9A. And be it enacted, That the Mayor and Common Council
of Sykesville be and they are hereby authorized and empowered
to issue bonds in the name of said municipal corporation to an
amount not exceeding five thousand dollars ($5,000) in sums
of five hundred ddllars ($500) each, which bonds are to be
payable fifteen years from their date, redeemable, however,
at the option of said Mayor and Common Council after five (5)
years from the date of their issue; said bonds shall bear interest
at the rate of five per cent, per annum, payable semi-annually,
and shall be exempt from county and municipal taxation; said
bonds and the coupons attached thereto for the interest shall
be signed by the Mayor and countersigned by the clerk to the
Common Council, and shall not be sold for less than their par
value, and the proceeds derived from the sale of said bonds shall
be employed in grading, paving or macadamizing the streets of
said town, or any other permanent improvement.

9B. And be it enacted, That the said Mayor and Common
Council are hereby directed and authorized, in making their
annual levy, after said bonds are issued, of municipal taxes, to
levy a sum sufficient to pay the interest on said bonds and to
