able according to the valuation fixed on them by the assess-
ment books of the counties of Carroll and Howard, for county
and State purposes, with the addition of such property as may
be assessed by the treasurer hereinafter provided for, but the
tax levied on the said property so assessed and valued shall
not exceed in any year fifty cents (50) on the hundred dollars,
which rate shall also include any interest and sinking fund on
any bonds that may be issued. All lands used exclusively for
farm purposes shall be exempt from taxation.

SEC. 13. And be it enacted, That said Mayor and Common
Council shall annually, on or before the first day of July, pro-
ceed to ascertain the amount necessary to be levied for the use
of said corporation and the rate of taxation, and after the rate
of taxation is fixed, the treasurer shall at once mail or deliver
to each taxpayer a notice containing his aggregate assessment,
the rate of taxation and the amount of taxes due and owing
from him under said levy and assessment; which taxes shall
forthwith be paid to said treasurer.

SEC. 17. And be it enacted, That all taxes levied as afore-
said shall bear interest after four months from the date of such
levy, and the bailiff shall pay over all levys placed in his hands
for collection within four months after receipt of said list, and
shall, every thirty days, pay over so much as may have been
collected by him, and upon his failure to do so his bond shall
be put in suit.

SEC. 24. And be it enacted. That the Commissioners for Car-
roll and Howard counties, justices of the peace, sheriffs, con-
stables, and all the county and State officers shall have, hold
and exercise their office and jurisdiction in said town; and the
Commissioners of Carroll and Howard counties shall appro-
priate annually, one-half of the amount of road tax levied or
imposed upon the assessable property within the corporate
limits of the town, within their respective counties, to the
Mayor and Common Council of Sykesville, and shall direct and
require the officer or person who shall collect such taxes within
said corporate limits to pay said taxes to the Mayor and Com-
mon Council of said town, who shall use the same exclusively
for the improvements of the streets and roads within the cor-
porate limits of the town.

SEC. 11. And be it enacted, That the following new sections,
to be known as sections 7A, 9A, 9B, 9C, 20A and 23A be and the
same are hereby added to Chapter 256 of the Acts of the Gen-
eral Assembly of Maryland, session 1904, title "An Act to in-
corporate the town of Sykesville, in Carroll and Howard coun-
ties, Maryland."
