SEC. 214A. Any person, persons, corporation or body politic
violating any of the provisions of section 214 of this Act shall
be guilty of a misdemeanor, and upon conviction thereof by
any justice of the peace exercising criminal jurisdiction in
Caroline county, shall be fined, said fine not to exceed fifty
dollars, and shall be collected as small debts are now collected,
and shall be recovered in the name of the County Commis-
sioners of Caroline county before any justice of the peace
aforesaid, and on failure or refusal to pay any fine imposed
under this law or inability to collect the same by legal process
the person, persons, corporation or body politic so fined may
be committed to the county jail of the county for a period not
exceeding thirty days, in the same manner as commitments are
made for fines imposed by the Circuit Court of this State on con-
victions for misdemeanor, and the justice of the peace shall
make this a part of his judgment, and the said fines shall be ap-
plied to the keeping of said highways and roads in repair.

SEC. 2. Be it enacted, That this Act shall take effect from
the date of its passage.

ARTICLE VII.

CARROLL COUNTY.

CHAPTER 60.

AN ACT to increase the efficiency of the local Board of Health
of Carroll county.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Carroll
county, in its capacity as the local Board of Health for Carroll
county, shall appoint in the month of May succeeding the
passage of this Act, and bi-ennially thereafter, a county health
officer, who shall be a well educated physician, and who, by
virtue of his appointment, shall be secretary and executive
officer of the board, and upon any vacancy in the office of county
health officer, his successor shall be appointed by the local
Board of Health as soon as practicable; the county health
officer shall hold office for two years from the date of his
appointment, but may be removed by the State Board of Health
for cause, upon charges made and lawfully considered at a
regular meeting of said State Board of Health. And the local
