a quorum thereof, and the concurrence of three members shall
be necessary for the decision of all questions which may arise
in the discharge of their duties, and all vacancies occurring in
said committees, whether from death, refusal to act, resigna-
tion or otherwise, shall be filled by the Board of County
School Commissioners of Anne Arundel county.

SEC. 2. And be it enacted, That immediately after the pas-
sage of this Act it shall be the duty of the said Board of County
School Commissioners to apportion the amounts appropriated
for the said three schools so as to clearly designate how much
of each of said sums shall be expended for the purpose of pur-
chasing the lots of ground, how much shall be expended for the
erection of said schoolhouses, and how much shall be expended
for furnishing and equipping the same; and said Board of
County School Commissioners is hereby authorized and directed
to acquire by gift, purchase or condemnation the necessary lots
for the erection of said school buildings.

SEC. 3. And be it enacted, That immediately upon the noti-
fication of said Board of County School Commissioners that
said lots are ready for the erection of said buildings, the said
building committee shall, as speedily as possible, procure and
adopt plans and specifications subject to the approval of said
Board of County School Commissioners, for the. erection of said
public school buildings; and as soon as plans and specifications
are determined upon, said building committees shall invite
sealed proposals by advertisements for a reasonable time for the
construction and completion of said buildings, which proposals
shall be inclosed in sealed envelopes in the care of the County
School Superintendent of Anne Arundel County, addressed to
said building committees, and shall be publicly opened on the
day and at the hour named in said advertisements. Said pro-
posals are to set forth the amount of money for which the par-
ties proposing will complete the buildings according to the
specifications, and the time or times at which payment there-
for will be made, and the time when the said buildings will be
completed; and the said building committees shall award the
contract to the lowest responsible bidder giving bond to the
State of Maryland in such penalty as said committees shall
determine conditioned for the faithful performance of the con-
tract entered into, which bond or bonds shall be liable to the
suit or suits of the said Board of County School Commission-
ers of Anne Arundel county for any violation of its condi-
tions. Said building committees, or either of them, may reject
any or all bids. The said building committees are hereby au-
thorized to employ an architect, under whose control and super-
vision as to material and workmanship said building shall be
