as hereinafter provided, or until he voluntarily relinquishes the
same, and who shall receive a salary not to exceed two thousand
dollars per year, payable monthly. He shall be a graduated
civil engineer, or shall have had at least five years practical
experience in civil engineering, and the County Commissioners
shall make such appointment without reference to the political
opinions of the person so appointed.

194. The county road engineer shall not be liable to removal
from office for any other reason than incompetency or wilful
neglect of duty, or other cause which may impair his useful-
ness, and then upon the sworn complaint of ten or more resi-
dent taxpayers of Anne Arundel county, to be filed with the
County Commissioners, and every such complaint shall state
specifically the nature of the charges preferred, of which due
notice shall be given the county road engineer; if the County
Commissioners, after fully inquiring into said charges at a
hearing at which the county road engineer and the parties
making complaint shall be entitled to be represented by coun-
sel, and to produce any competent testimony, shall find that
the county road engineer is incompetent or has wilfully ne-
glected his duties under this Act, they shall immediately remove
him from office and without unreasonable delay appoint another
person having the qualifications hereinbefore provided.

195. The county road engineer shall reside in Anne Arundel
county during the term of his office, and shall have charge, con-
trol and supervision of the working, repairing and reconstruct-
ing of the public roads and bridges in said county, and shall
make all specifications for the building of new roads and
bridges. He shall have charge and control of all teams, carts,
wagons, machinery, implements and accessories which may be
purchased or provided by the County Commissioners for the
purposes of this Act; and shall employ such labor, teams and
implements as may be by him and by the County Commis-
sioners deemed necessary in connection with work on public
roads and bridges to be paid for by the County Commissioners.
He shall not work out or expend upon the roads and bridges of
any district of the county a greater amount in any one fiscal
year than the amount levied in such district by the County
Commissioners as a district road tax, nor shall he expend in
any fiscal year upon county roads and bridges a greater amount
than is levied or appropriated by the County Commissioners
therefor without first obtaining the written permission of said
commissioners so to do. He shall appear before the County
Commissioners at their first meeting in each and every month
and make a full and exact statement to them of all work done
or contemplated by him and of all money expended. He shall
