to follow immediately after section 188, and to be known and
numbered as sections 189 and 190, and to read as follows:
SEC. 189. There shall be located in the city of Baltimore or
elsewhere (if the Board of Education deem best) a State Nor-
mal School for the instruction and practice of colored teachers
in the science of education, the art of teaching and the mode of
governing schools, to be known as State Normal School No. 3;
the said school shall be under the control of the State Board of
Education, who shall appoint the principal and necessary
assistants; and the faculty shall consist of a principal and as
many teachers as the board shall appoint. The sessions of the
school shall be determined by the State Board of Education,
who shall prescribe the curriculum of study, which, however,
shall include courses for the special preparation of instruc-
tors for teaching the elements of agriculture and mechanic
arts, provide necessary quarters, supplies and apparatus, fix
the qualifications for admission as students, the salary of the
principal, assistant teachers and employes.
SEC. 190. And be it enacted, That the sum of five thousand
dollars, or so much thereof as may be necessary, be and the
same is hereby annually appropriated for the support of said
school, to be paid out of the appropriation for the system of
free public schools.

CHAPTER 206.
AN ACT to repeal and re-enact with amendments section 1 of
article 78 of the Code of Public General Laws, title "Public
Printer. "
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section 1 of article 78 of the Code of Public General
Laws, title "Public Printer, " be amended so as to read as fol-
lows:
SEC. 1. On or before the first day of September prior to con-
vening of each session of the General Assembly of this State,
it shall be the duty of the Board of Public Works to insert for
ten successive days in three daily newspapers published in the
city of Baltimore, and having as nearly as said board may be
