compensation as shall be approved by the Governor. All staff
officers shall be paid per diem pay for special services ordered
by competent authority, with the approval of the Governor.
Enlisted men on duty under orders of the Governor, but not
at the time serving with troops, shall receive per diem pay,
their actual traveling expenses and subsistence.

SEC. 81. Whenever the Maryland National Guard or any por-
tion thereof shall be ordered out for duty or service in con-
nection with the regular troops and forces of the United States
Army or Navy, or for any other service different from that
provided for in this article, for which the pay allowed shall be
less than the pay provided for in this article, then the organi-
zations so ordered out and performing such service shall, in
addition to the pay received, be paid the difference between the
pay received for such service and the pay provided for in this
article, out of the militia funds of the State, so that they
may thus be paid the full amount provided for in this article.
The provisions of this article not to apply when the troops are
regularly mustered into service of the United States.

SEC. 82. The general appropriations for the militia shall be
exclusively applied to the necessary and contingent expenses
of the Adjutant General's office, and to the maintenance and
equipment and for the general efficiency of the Maryland
National Guard, enlisted and organized as provided for in this
article. The money to be allotted to the various organiza-
tions of the Maryland National Guard shall be distributed and
applied on warrant of the Adjutant General, under and by
direction of the Governor and Commander-in-Chief, to the re-
spective organizations constituting said Maryland National
Guard, so as to promote the military efficiency of all said
respective organizations, without distinction, as the same may
be needed by them respectively, except that the amount appro-
priated for the Naval Brigade, and that amount only, shall be
distributed and applied as aforesaid to and for the use of the
Naval Brigade, so as to promote the efficiency and discipline
thereof (and. it shall be the duty of the commanding, officer of
each regiment and separate organization to receive or to desig-
nate and appoint. some other officer as treasurer or fiscal officer
to receive such moneys as may be allotted to such regiment or
separate organization respectively, and such commanding
officer, or treasurer or fiscal officer designated by him as afore-
said, shall make quarterly reports, under oath, with vouchers,
to the Adjutant General, through the regular channels, setting
forth the details of the disbursements of said moneys); but
before any such allotments are made, all the expenses pertain-
ing to the rent, repairs and maintenance of armories for the
