entitled to the following increase in pay during the year suc-
ceeding the season of said qualifications and beginning on
January 1st following; and, provided further, that said enlisted
man, qualified as aforesaid, shall be present at the annual in-
spection of his organization next succeeding said qualification:
Experts, twenty per cent.; sharpshooters, fifteen per cent.;
and marksmen, ten per cent. In addition to the pay and allow-
ances heretofore made, each enlisted man, serving a full term
of three years and attending each annual inspection during
that period, or legally excused for any non-attendance thereof,
shall be given a clothing allowance of fifteen dollars at the
expiration of such enlistment, provided he has performed 75
per cent, of all military duty required of him and accounts for
or returns all property issued to him in good condition, reason-
able wear and tear excepted; but the right to make deductions
for property not accounted for to the satisfaction of a survey-
ing officer is hereby reserved; and, provided further, that such
enlisted man shall be entitled to an honorable discharge.

SEC. 79. All officers detailed to serve on any board or commis-
sion ordered by the Governor, or under his authority by the
commanding officer of the Brigade or commanding officer of
the Naval Brigade, or any court of inquiry, court-martial or
delinquency court, ordered by proper authority in pursuance
of any provision of this chapter, shall be paid a sum equal to
one day's pay for each day actually employed in such board
or court engaged in the business thereof, or in traveling to and
from the. same; the sum in no case shall exceed ten days' pay
and actual traveling expenses, unless upon application of the
Judge Advocate of a court or the presiding officer of a delin-
quency court, or the presiding officer of the board, the officer
appointing the board or court has authorized such board or
court to sit for a longer period, or in case of such delinquency
courts the Governor or the officer ordering such a court has
authorized such court to sit for a longer period than ten days.
Officers detailed to serve on any courts or commissions
appointed by their respective organization commanders shall
not be paid. In case of boards, courts or commissions serving
more than one day, the rate of pay shall be computed at the
rate of six hours as one day's service.

SEC. 80. Any commissioned officer assigned to special duty
for the Governor, or by his authority, shall be paid per diem pay
for the time actually employed, and his necessary traveling
expenses when such payment is authorized by the Governor.
Judge Advocates shall be paid for services in bringing any
suits provided for in this chapter, and for services in actions
or proceedings by habeas corpus, certiorari or otherwise, such
