military duty, and shall be responsible to the Governor for the
general efficiency of the National Guard and for the drill,
instruction, inspection, small arms and artillery practice, move-
ments, operations and care of troops. Commanding officers
of organizations shall be responsible to their immediate com-
manders for the equipment, drill, instruction movements and
efficiency of their respective commands. All commanding offi-
cers and enlisted men shall be responsible to their immediate
commanding officer for prompt and unhesitating obedience,
proper drill and the preservation and proper use of the prop-
erty of the State and of the United States or organization in
their possession. The brigade and Naval Brigade shall be
inspected not less than once a year, and oftener, in the discre-
tion of the Commander-in-Chief.
SEC. 60. Officers and enlisted men of each troop, battery, com-
pany and division shall assemble for and undergo drill and
instruction at their respective armories or rendezvous, or for
target practice, not less than twenty-four times during each
calendar year preceding the annual allotment of funds under
Section 1661, Revised Statutes of the United States as amended.
During the same period there shall be at least one inspection
of each troop, battery, company and division by an officer of
the National Guard or by an officer of the regular Army or
Navy of the United States, at such times as the Governor may
direct. In addition to such drills and parades the commanding
officer (with permission of the Brigade Commander) may
require the officers and enlisted men of his command to meet
for parade, drill or instruction at such times and places as he
may appoint.
SEC. 61. Each troop, battery, company or division not especi-
ally excused by the Governor may be required to participate
for at least five consecutive days annually in practice marches,
camps of instruction or cruises under such regulations as the
Governor may prescribe, and under such instructors as he may
appoint.
SEC. 62. There shall be an encampment of the Brigade in the
year 1908, and in every alternate year thereafter; and there
shall be an encampment by the First Regiment in 1909, and
every alternate year thereafter; and in the discretion of the
Governor, camps of other organizations may be ordered, such
encampments to be held within the limits of the State at such
time and place and for such length of time as the Governor
may determine; and there shall also be an annual cruise of
the Naval Brigade; provided, however, that no encampment or
cruise shall be held in any given year if the Governor in his
discretion shall determine otherwise.
