officer without notice. The discharges mentioned above shall
be granted by order of the Commander-in-Chief, except that
caused by expiration of enlistment; this discharge shall be
granted by the commanding officer of the regiment, in the case
of signal corps, troop, battery, division or separate company by
the commanding officer of the brigade. Enlisted men may be
dishonorably discharged pursuant to the sentence of a general
court-martial. This section shall be construed to apply to the
Naval Brigade also.

SEC. 56. Any enlisted man of the National Guard who has
attained the age of sixty-four years may be placed upon the
retired list by the Governor. Any enlisted man who shall
have served in the National Guard of the State for fifteen years
continuously may, upon his own request, be placed upon the
retired list and withdrawn from active service by the Governor.
Such retired enlisted men shall be available for active service
at any time, at the discretion of the Governor and Commander-
in-Chief, but such retired enlisted men shall not be entitled to
have any uniform or equipment belonging to the State or
United States, except when on active-duty.

SEC. 57. Whenever the Board of Police Commissioners of the
City of Baltimore or the sheriff of any county shall require a
portion of the Maryland National Guard to aid in preventing
threatened disorder or opposition to the laws, or in suppressing
riots or disorder on election days or at any other times, the
said board or the said sheriff shall apply in writing or by tele-
graph to the Commander-in-Chief, setting forth particularly
the necessity for such aid, and if the emergency requires, the
said board or the said sheriff may, without waiting for a reply
from the Commander-in-Chief, forthwith apply in writing or
by telegraph to the commanding officer of the military or naval
organization most accessible, and all commanding officers in
such cases, whether ordered out by the Commander-in-Chief or
applied to as aforesaid by the said board or the said sheriff,
shall forthwith assemble their command and take such action
as the exigencies of the case may require to prevent the
threatened disorder or opposition to the laws; or to suppress
the riot or disorder.

SEC. 58. For all purposes under this Act officers and enlisted
men of the active militia who entered the United States service
in the Spanish-American War shall, on entering the active
militia, be entitled to credit for time served in the forces in
the United States in that war if this service had been rendered
in the active militia.

SEC. 59. The officers commanding the Brigade and Naval Bri-
gade may cause those under their command to perform any
