months, and are, therefore, liable to render services upon the
streets during the year about to begin, and he shall deliver
the list of all such persons to the policeman before the first
day of May; each person named in said list who shall pay the
policeman the sum of one dollar in lieu of performing the said
work or service upon the streets for the current year, shall
receive a receipt from the policeman exempting him from ser-
vice upon the streets for one year beginning the first day of
May as aforesaid, and with the money so received* the police-
man shall hire a substitute to work upon the streets in the
place and stead of the person' paying the same, and the police-
man shall make monthly reports to the Council of all money
so collected and expended by him and of all services rendered
upon the streets of the town under the provisions of this sec-
tion. Beginning on the first day of May the policeman shall,
from time to time, as the streets, lanes, alleys and thorough-
fares of the town need repairs, call out for service upon the
streets all of the persons on said list who shall have not paid
the exemption money named, and he shall allow no person who
is liable to perform said service to escape therefrom, and it
shall be the duty of the policeman, whenever any person who
is subject to render such service fails to attend upon due notice
from the policeman in writing, of the time and place, when and
where the said service is to be rendered, or whenever any such
person appears to the notice but fails or refuses to .work or
perform the service upon the streets required of him, to go
before some justice of the peace for Worcester county and
make complaint against such person in order that he may be
prosecuted under the provisions of this section. The police-
man shall make monthly reports to the Mayor and Council
of all moneys collected by him in lieu of work upon the streets
and of how many and what persons are in arrears for services
upon the streets. The Mayor and Council of Pocomoke City
shall have full power and authority to pass such ordinances as
they shall deem expedient for executing, carrying out and en-
forcing the provisions of this section and for providing such
systematic arrangements in respect thereto as they may deem
proper.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.
