SEC. 2. And be it enacted, That the Mayor and Council of
Hagerstown be and they are hereby authorized and empowered
by a general ordinance to provide for the exemption from mu-
nicipal taxation for a term not exceeding five years, from the
eighth day of April, 1907, such manufacturing industries or
establishments as they may deem proper and expedient, which
shall be hereafter located in said town, or which shall have been
located in said town since the eighth day of April, 1907, and
which shall employ regularly not less than twenty-five hands;
the said Mayor and Council to determine what manufacturing
industries and establishments are within the meaning and pur-
pose of this Act.
SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 642.
AN ACT to encourage the development of manufactures and
manufacturing industries in Hagerstown and in other parts
of Washington county, and to provide for the exemption of
certain manufacturing establishments from municipal and
county taxation.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in order to encourage the growth and development
of manufacturing industries in Hagerstown and other parts of
Washington county, the County Commissioners of said county
are hereby authorized and empowered to exempt from county
taxation, for a term not exceeding five years, from the eighth
day of April, 1907, manufacturing industries and establish-
ments that shall be hereafter located in said county, or which
shall have been located in said county since the eighth day of
April, 1907, and which shall employ regularly not less than
twenty-five hands; the said County Commissioners to deter-
mine what manufacturing industries and establishments are
within the meaning and purpose of this Act.
