which shall employ regularly not less than twenty-five hands;
the said Mayor and Council to determine what manufacturing
industries and establishments are within the meaning and pur-
pose of this Act.
SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 47.
AN ACT to amend the Code of Public Local Laws, title "Wash-
ington County," sub-title "Sharpsburg," as enacted by the
Acts of 1894, chapter 634, by adding six sections thereto, to be
designated sections 24, 25, 26, 27, 28 and 29, and to repeal and
re-enact with amendments section 13 of the Code of Public
Local Laws, title "Washington County," sub-title "Sharps-
burg," as enacted by chapter 99 of the Acts of 1898.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Code of Public Local Laws, title "Washington
County," sub-title "Sharpsburg," as enacted by the Act of
1894, chapter 634, be and the same are hereby amended by add-
ing six sectionS thereto, to be designated sections 24, 25, 26, 27,
28 and 29, and that section 13 of the Code of Public Local Laws,
title "Washington County," sub-title "Sharpsburg," as enacted
by chapter 99 of the Acts of 1898, be and the same is hereby re-
pealed and re-enacted so as to read as follows:
SEC. 24. The Burgess and Commissioners shall have power to
grant franchises for the use of the streets and highways of the
town to corporations, private companies or individuals for the
purpose of constructing and operating steam or electric rail-
ways, and to prescribe the terms and conditions upon which
such use shall be allowed.
SEC. 25. The Burgess and Commissioners shall also have
power to grant franchises to corporations, private companies or
individuals to erect and maintain poles, wires and the neces-
sary appliances for telegraph, telephone and electric lighting,
heating and power services; such poles, wires and appliances to
be located as directed by the Burgess and Commissioners; and
they shall have further authority to contract with any corpo-
ration, private companies or individuals for the lighting by
electricity, or otherwise, of the public streets and alleys of the
town, and to regulate by ordinance all the operations of such
corporations, private companies or individuals within the
town
