alleys and highways of the town, and to levy taxes for the pay-
ment of any expense incident to any contract.
SEC. 295G. The said Burgess and Commissioners are author-
ized to enter into any contract with any person or persons, cor-
poration or corporations, for the purpose of supplying the in-
habitants of said town with water for domestic purposes, and
to regulate the price to be charged therefor, as also to con-
tract with any person or persons, corporation or corporations,
for supplying the town with water for protection against fire,
and to levy taxes for the payment of any expense incident to
any contract for water for protection against fire.
SEC. 295H. That the said Burgess and Commissioners be and
are hereby vested with the power and authority to grant the
use of the streets, highways and alleys of the town and to regu-
late the use of the same in the laying of any water pipes or the
erection of any equipment for lighting within the town.
SEC. 295i. That all ordinances heretofore passed by the said
Burgess and Commissioners and now in force and not in con-
flict with the sub-title of this article, are continued in force
until the same are repealed or modified.
SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 394.
AN ACT to encourage the development of manufacturers and
manufacturing industries in Hagerstown and in other parts
of Washington county, and to provide for the exemption of
certain manufacturing establishments from municipal and
county taxation.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in order to encourage the growth and development
of manufacturing industries in Hagerstown and other parts of
Washington county, the County Commissioners of said county
are hereby authorized and empowered to exempt from county
taxation, for a term of not exceeding five years, from the eighth
day of April, 1907, manufacturing industries and establish-
ments that shall be hereafter located in said county, or which
shall have been located in said county since the eighth day of
April, 1907, and which shall employ regularly not less than
twenty-five hands; the said County Commissioners to determine
what manufacturing industries and establishments are within
the meaning and purpose of this Act.
