may be required, and to do all other things which may be
deemed necessary to be done to properly perform the duty
for which they were appointed, unless otherwise directed by
the Mayor and Council.

97BB. After completing the work for which any Commission
shall have been appointed, and when said Commission is ready
to hand over to the town the particular improvement for the
construction of which it was appointed, the Mayor shall by
and with the advice and consent of the Council appoint throe
citizens with the same qualifications as required for members
of the Commission, as Commissioners to operate, maintain
and manage the improvement or utility constructed as above
provided for (except in the case of a sewer system and of
streets) to serve for one, two and three years, respectively,
counting from the first day of March next succeeding their
appointment. They shall draw lots for the different terms, the
highest number to take the longest term, and so on down to
the lowest. Their successors shall be appointed one each year
to serve for three years; but if a vacancy shall occur at any
time by reason of death, resignation, removal or otherwise, the
vacancy shall be filled by the Mayor and Council in the same
way as provided for original appointment, by the appoint-
ment of a suitable person to serve for the remainder of the
term of the Commissioner by whose death, resignation or re-
moval the vacancy was created. The Board of Commissioners
shall, within ten days after their appointment, organize by
electing one of their number president and by electing a secre-
tary and a treasurer, either or both of whom may or may not
be members of said Board of Commissioners. It shall be the
duty of the president of a Board of Commissioners to sign
all orders on the treasurer for all bills and expenses contracted
for and approved by said board for the management and
operating said plant or works, and shall sign all contracts and
notices. The treasurer shall have charge of all revenues arising
from the plant or improvement of which the board of which
he is treasurer shall have charge. He shall keep an accurate
account of all receipts and disbursements and shall annually
on or before the first day of February and at such times as he
may be required to do so by the Board of Commissioners of the
Mayor and Council, make a full report of the same, which
report shall be audited by such committee as may be appointed
by the Mayor and Council. He, the said treasurer, shall give
such bond for the faithful performance of his duties as the
Mayor and Council shall require, and at the expiration of his
term of office shall turn over all money, books and papers be-
longing to his office to his successor. The various Boards of Com-
