missioners shall have the control and management of their re-
spective plants or systems and in the case of the electric light,
heat and power Commissioners, make all contracts for supply-
ing light, heat, power or steam and establish a schedule of
prices or charges at which the same shall be furnished to those
desiring to use either light, heat, power or steam; and under
the direction or with the advice of the Mayor and Council, shall
pass and adopt such rules and regulations touching their man-
agement as may be deemed necessary or advisable and in
general to do all things necessary to keep their respective
plants in proper repair and condition and to best subserve the
interests of the town and the inhabitants thereof, subject to
the supervision and direction of the Mayor and Council. The
Board of Commissioners are hereby directed and required to
apply all rents, revenues and receipts, from wkatever source
received, to paying the expenses of properly keeping up and
operating their respective works, and shall pay over the sur-
plus, if any remain, to the Mayor and Council annually before
the first day of March in each and every year; and the fiscal
year of such boards shall be from January first to December
thirty-first, inclusive.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 39.
AN ACT to repeal section 97c of article 21 of the Code of
Public Local Laws of Maryland, title "Talbot County," sub-
title "Easton," as amended by chapter 458 of the Acts passed
at the January session of 1906.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section 97c of article 21 of the Code of Public Local
Laws of Maryland, title "Talbot County," sub-title "Easton,"
as amended by chapter 458 of the Acts passed at the January
session of 1906, be and the same is hereby repealed.
SEC. 2. And be it enacted, That this Act shall take effect
from its passage.
