SEC. 8. And be it enacted, That said districts number seven

and fourteen shall be entitled in all respects to all the rights
and privileges held or £o be held, or eo joy ed by the other elec-
tion districts in said county.

SEC. 9. And be it enacted, That all acts inconsistent with
the provisions of this act, be and the same are hereby repealed.

Repeal.

SEC. 10. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 5.

AN ACT to repeal Sections one, three, ten and eleven of Arti
cle eleven of the Code of Public Local Laws of the State
of Maryland,' entitled "Frederick County," sub-title "Alms-
house," and to re-enact the same with amendments.
SECTION 1. Be it enacted by the General Assembly of

Effective.

Maryland, That sections one, three, ten and eleven of Article
eleven of the Code of Public Local Laws of the State of
Maryland, title "Frederick "County," sub-title "Almshouse," be
and the same are hereby repealed and re-enacted so as to read
as follows:
1. On the second Monday of February of every second year,
commencing with the year 1898, the County Commissioners of

Frederick County, shall appoint five discreet and competent
persons, of well known probity and intelligence, residents of
said county, two of whom shall be of an opposite political
party from that of a majority of said County Commissioners,
to be Commissioners of Charities and Corrections, who shall
hold office for the term of two years from the second Monday
of February of their appointment, and until their successors
are appointed and qualified ; and should any person appointed
by the County Commissioners to be Commissioner of Chari-
ties and Corrections fail or neglect to qualify for thirty days,
the County Commissioners shall fill the vacancy.
3. They shall meet within ten days after their appointment,
and shall severally qualify by subscribing to the following oath,
before the Clerk of the Circuit Court for Frederick County,
viz : " I, A. B., do swear that I will duly and faithfully dis-
charge the duties and trusts committed to me as Commissioner
of Charities and Corrections of Frederick County, according
to the best of my skill and knowledge, and that I have had no
understanding or agreement, directly or indirectly with the
