paying out, or in any way appropriating any money ; such
order, resolution or ordinance, when passed by the Board of
Aldermen shall be sent to the Mayor for his approval ; the
Mayor may return the same with his approval or disapproval,
to the same meeting at which it was passed, or he may have
until the next regular or special meeting, whichever shall first
occur, to return the same ; if returned with his disapproval it
shall not become a law unless subsequently, at the meeting to
which it was returned, or the next regular or special meeting
thereafter, it be passed by a four-fifths vote of the board ; if
not returned at all to the next regulaj or special meeting of
the board, whichever shall first occur, it shall become a law

notwithstanding his failure to approve. The Board of Alder-
men shall choose one of their number president, pro tempore, to
remain such during his term as Alderman, who shall qualify as
such before the Mayor, but who shall receive no compensation
as such, further than his compensation as one of the Board of
Aldermen. In the absence of the Mayor, the president pro
tempore of the Board of Aldermen, shall preside over the
meetings of the said board, and in the case of the temporary
absence of the Mayor from the city, or in the event of the
inability of the Mayor to discharge the duties of his office,
said president, pro tempore, shall discharge the duties of the
Mayoralty during the absence or disability of the Mayor.
The Board of Aldermen shall settle their rules of proceedings,
and shall appoint the necessary officers of said board and
remove them at pleasure.

178. They shall judge of the elections, returns and qualifi-
cations of their own members, and may, with the concurrence
of four-fifths of the whole, expel any member for disorderly
behavior or malconduct in office, but not a second time for
the same cause.
