SEC. 19. And be it enacted, That the license of any person

or persons, house, corporation, company or association who
shall violate any provision or provisions of this Act, may be
at any time, upon proof, revoked by the Mayor and City
Council of Laurel, and it shall be the duty of said Mayor and
City Council so to do, and the same person or persons, house,
corporation, company or association shall not again be licensed.
SEC. 20. And be it enacted, That this Act shall take effect

revoked.

from the date of its passage, and if its- provisions be adopted
as before provided by the vote provided for, then all Acts or
parts of Acts referring to said town of Laurel, inconsistent
with the provisions of this Act shall be deemed to be repealed.

AN ACT for the education of women to teach in the public
schools by providing free scholarships in Western Mary-
land College.
WHEREAS, The Western Maryland College at Westminster,

Maryland, has been for more than thirty years fully equipped
to give to young women all the advantages for higher collegiate
education extended to young men ;
WHEREAS, A large number of its female graduates are now

giving the State efficient service in its public schools, but the
great demand for well equipped teachers requires further pro-
vision, and must now be sought as heretofore, mainly among
the young women of our State ; therefore,
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Treasurer, on the warrant of the Comptroller,

of trustees of Western Maryland College, in addition to the
sum now provided for by law, the sum of six thousand five
hundred dollars per annum, payable quarterly, beginning with
July the first, eighteen hundred and ninety-eight, to be applied
by them in furnishing board and tuition to one female student
from each senatorial district of this State, and appointed by
