SEC. 16. And be it enacted, That all prosecutions for vio-
lations of the preceding sections of this Act may be either

upon presentment and indictment or by trial before a justice
of the peace in and for Prince George's county, who shall have
jurisdiction, original and concurrent, with the Circuit Court
for Prince George's county ; and any justice of the peace of
said county shall have power to issue all process and to do all
acts which may be necessary to the exercise of his jurisdiction,
as now prescribed by law, and to commit all offenders till fines
and costs are paid ; and any person or persons who shall be
brought before any justice of the peace, charged with and
convicted of a violation of any provision or provisions of this
Act, who shall feel aggrieved by the judgment of said justice,
may pray an appeal to the Circuit Court for Prince George's
county within ten days, and either party be entitled to a jury
trial, and said justice shall then hold said person or persons so
convicted and all witnesses summoned in the case under recog-
nizance to appear at the next regular jury term of the Circuit
Court aforesaid, or commit them in default of bail, and trans-
mit a copy of the warrant or judgment to said court, and said
case shall be placed on the appeal docket of said court.

SEC. 17. And be it enacted, That it shall not be necessary in

prove the actual sale and delivery of any spirituous or fer-
mented liquors, but keeping liquors for sale or offering to sell,
if proven, shall be sufficient to convict, and the possession at a
place of business of a license issued by the United States
Government to sell any spirituous or fermented liquors under
the internal revenue laws, when proven by parole testimony or
by a certificate of the collector of internal revenue, shall be
prima facie evidence that such liquor is being sold in violation
of this Act, and shall only be rebutted by positive testimony.

SEC. 18. And be it enacted, That it shall be the duty of the

resident constables and the bailiffs of the town of Laurel or
any other officer resident in the town, to visit all places where
it is suspected that any beer, whiskey, ambrosia, wines or any
other spirituous or fermented liquors are sold or kept for sale
in violation of this Act, and arrest all violators to be dealt with
according to law ; and constables shall report any violations of
this Act to the Grand Jury, and the bailiffs of said town shall
report to the Mayor and City Council of said town, under oath,
