SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Comptroller of the Treasury be and he is

hereby authorized and directed to issue his warrant upon the
Treasurer of the State for two hundred and eighteen dollars
and forty-seven cents ($218.47) in favor of John N. Simonson,
late collector of State and county taxes in district number
three, in Somerset county, for the year 1891, the same being an
over-payment into the treasury of Maryland, under the pro-
visions of section 33 of Article 3 of the Constitution.

SEC. 2. And be it enacted by the General Assembly of
Maryland, That this Act shall take effect from the date of
its passage.

CHAPTER 60.
AN ACT to add a new section to Article 7 of the Code of
Public Local Laws, title "Carroll County," under a new sub-
title "Spectacles and Eyeglasses," to follow section 258, and
to be designated as Section 259.
SECTION 1. Be it enacted by the General Assembly of

Maryland, That a new section, be and the same is hereby
added to Article 7 of the Code of Public Local Laws, title
"Carroll County," under the new sub-title "Spectacles and
Eyeglasses," to follow section 258, to be designated as section
259, and to read as follows :
259. Any person other than a licensed merchant, practising
physician, or optician, in Carroll county, who shall desire to
sell spectacles or eyeglasses in said county, shall before making
any such sale apply to the clerk of the Circuit Court for said

county for a license, and upon payment to said clerk of a
license fee of fifty dollars, and fifty cents to the clerk for issu- .
ing same, shall receive from said clerk, who is hereby author-
ized and directed to issue the same, a license, which license
shall be dated as of the first day of the month of its issue,
and shall continue for the period of one year from its date,
and any person offending against the provisions of this section
by selling spectacles or eyeglasses in Carroll county without
first having obtained a license, as hereinbefore provided, shall
