SECTION 1. S e it enacted by the General Assembly of Mary-
land, That all mortgages and assignments of mortgages defec-
tively sworn to since the twenty-seventh day of March, in the
year eighteen hundred and ninety-six, before any officer
authorized by the laws of this State to administer oaths and
take affidavits, shall be as valid as if the same had been made
in conformity with law.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 51.

AN ACT to repeal Section one hundred and forty of Article
one of the Code of Public Local Laws, title "Allegany
County," sub-title " Frostburg," and re-enact the same
with amendments.
SECTION 1. Be it enacted by the General Assembly of Mary-

re-enacted with amendments, so as to read as follows :

140. They shall meet at the council chambers, or some other
convenient place, every month at a stated time, to be fixed by
ordinance, and the Mayor or any three councilmen shall have

necessary ; and the Mayor shall preside at all meetings of the
council, and have the same power of voting and taking part
in all acts and deliberations of the council as any member
thereof ; and in the absence of the Mayor, the council may
appoint a president, who shall have all the powers and privi-
leges of the Mayor except to sign ordinances ; provided that
in case of a vacancy in the office of Mayor from any cause,
the council shall select one of their number to act as president
of the council, who shall be Mayor pro tempore, with all the
powers and duties of the Mayor devolving upon him until
such vacancy shall be filled at the general election of officers
next ensuing ; and all meetings of the council shall be public.
