tion of guests, or permanent or transient boarders containing
therein for use, at al] times, at least five good beds with suffi-
cient covering therefor, and having stabling sufficient for the
accommodation of six or more horses, shall be deemed a hotel
keeper within the meaning of this Act ; any person who shall
keep a store or house for the sale or barter of spirituous or fer-
mented liquors in quantities of not less than a pint, not to be
drunk on the premises, shall be deemed a wholesale dealer
within the meaning of this Act.

Petition to be
filed.

411 A. Any person in Cecil county desiring to take out a
license under this Act shall file a petition with the Board of
Liquor License Commissioners of Cecil county, setting forth
that the applicant desires to sell spirituous or fermented liquors,
and shall describe therein the premises to be occupied by said
applicant, including all the buildings and grounds to be used by
said applicant in connection with said business, and said appli-
cant shall file with said petition a written certificate signed by ten
(10) respectable citizens of the town or election district wherein
the applicant desires to sell shall reside, within two miles from the
place to be licensed, and each signer setting forth their belief
that the applicant for such license will keep an orderly house,
and duly observe the provisions of this Act; and each person sign-
ing said certificate shall state that he has not during the current
year signed a certificate for any other person applying for a
license to sell spirituous or fermented liquors within said town or
district ; and if said applicant be a hotel keeper, he shall satisfy
said Board of Liquor License Commissioners by his own oath
and the oaths of two respectable and disinterested witnesses, of
their belief therein, that he has bona fide and without intend-
ing to evade the spirit and meaning of this Act, duly provided
and will maintain and keep for use at least five or more cham-
bers more than are needed for the private or family purposes of
said hotel keeper, to be used for the reception of guests or per-
manent or transient boarders, and at least five beds with suffi-
cient covering therefor, with stabling for at least six horses, all
of said chambers and beds to be and remain on said premises
in which spirituous or fermented liquors are to be licensed to
be sold ; and each and every applicant, whether a hotel keeper
or not, shall tender to said Board of Liquor License Commis-
sioners a bond duly executed to the State of Maryland, with at
least two sureties, to be approved by said board, in the penal
sum of one thousand dollars, conditioned for the faithful per-
formances of the provisions of this Act, and the payment of
any and all tines, penalties and damages which may be imposed
