this act, then it shall be the duty of the governor
of this state to investigate the cause of said re-
fusal, and if, after said investigation, the said
governor should find the said refusal to be in-
tentional, unreasonable and without cause, then
it shall be the duty of the said governor at once
to remove said officer or employe so refusing and
appoint another who will enforce the provisions
of this act.

SEC. 6. And be it enacted, That this act shall
take effect from the date of its passage.

Chapter 499.
AN ACT to repeal section four of chapter two
hundred and forty-eight of the acts of the
General Assembly of Maryland, passed at the
January session, eighteen hundred and eighty-
six, entitled "An act to regulate the sale of
spirituous, fermented and intoxicating liquors
in Washington county," and to re-enact the
said section amended.

SECTION 1. Be it enacted by the General Assem-
bly of Maryland, That section four of chapter
two hundred and forty- eight of the acts of the
General Assembly of Maryland passed at the
January session, eighteen hundred and eighty-
six, be and the same is hereby repealed and re-
enacted so as to read as follows :
SEC. 4. And be it enacted, That all sums of

money received by the said clerk under the pro-
visions of this act, except the fees allowed herein,
and a commission of three per cent, on all sums
collected by him for licenses, shall be by him
paid over to the county commissioners of said
county on the first Monday of March, June,
September and December, to be by them applied
to the payment of court expenses, and the bond
of said clerk shall be liable for all moneys re-
ceived under the provisions of this act, and not
paid over as hereinbefore directed.
