second, all duly qualified and registered voters
of Garrett county, who, without being lotholders
as aforesaid, have resided in fact upon Moun-
tain Lake Park, in Garrett county aforesaid,

for at least three continuous months next pre-
vious to said annual meeting, and shall have
specially qualified themselves by paying into the
common fund of said community of Mountain
Lake Park the sum of five dollars in the nature
of an annual subscription, to be paid annually
within one month next before said annual meet-
ing ; but no one shall vote in person at such
annual meeting who shall not be a citizen of the
United States above the age of twenty-one years ;
but all persons otherwise qualified as lotholders
may vote by proxy without regard to sex or citi-
zenship. No person not qualified to vote in his
own right and person shall vote as proxy for
another, but no person whatever shall vote as
proxy at any given election or annual meeting
for more than four constituents ; nor shall any
person have, by reason of holding more than
one lot in Mountain Lake Park aforesaid, any
more than one vote whether in person or by
proxy.
SEC. 4. And be it enacted, That at said annual
meeting the voters present, in person or by proxy,

fied to vote as aforesaid, being male citizens of
the United States above the age of twenty-one
years and lotholders in Mountain Lake Park, to be
the committee upon the part of the lotholders ;
and at the annual meeting of the stockholders of
said Mountain Lake Park Association, of Garrett
county, the said stockholders shall elect two
persons from among their own number, being
citizens of the United States above the age
of twenty-one years as aforesaid, to be the
committee upon the part of the stockhold-
ers, and the said four persons so elected and
chosen shall elect and choose a fifth person,
being a lotholder as aforesaid, and a citizen of
the United States above the age of twenty-one
years, and the said five persons so elected and
chosen shall constitute the annual committee of
the Community of Mountain Lake Park ; but if
said four persons shall not elect said fifth person
