to regulate the holding of corporate meetings,
the election of officers, the employment of mis-
sionaries and agents, and all other matters
proper to be regulate by by-laws ; provided that
such by-laws be not inconsistent with the laws
of Maryland or of the United States, and a ma-
jority of the members of the corporation shall
at any meeting thereof constitute a quorum for
the election of officers, the enactment or repeal
of by-laws, or the transaction of any other cor-
porate business.
SEC. 6. And be it enacted, That the General

Assembly of Maryland reserves to itself the right
to alter, amend or repeal this act at pleasure.

Effective.

SEC. 7. And be it enacted, That this act shall
take effect from the date of its passage.

spirituous liquors or lager beer within one mile
of Phoenix factory, in Baltimore county.
SECTION 1 . Se it enacted by the General Assem-

the clerk of the circuit court for Baltimore county
to issue license to any person or persons, firm or
company, to sell any fermented or spirituous
liquors or lager beer within one mile of the main
factory building at Phoenix factory, Baltimore
county.
SEC. 1. And be it enacted, That any person or
