to incorporate the town of Stevensville, in Queen
Anne's county," be and the same are hereby
repealed and re-enacted so as to read as follows:
SEC. 6. That the said commissioners may lay
an equal tax, not to exceed twenty-five cents on
the one hundred dollars of all the assessable

property within the limits of said town for the
purposes of said corporation, and may authorize
the town bailiff to collect the same; and the said
bailiff shall have the same power to distrain
for said tax as the collectors of county taxes
and levies possess, and to enforce in like man-
ner the payment thereof by sale; the said taxes,
when collected, shall be by said bailiff paid over
to the town commissioners, and in default the
bond of said bailiff shall be liable to said com-
missioners ; and the said commissioners, in
levying the tax aforesaid, shall be governed by
the state and county assessment of all such
property.
SEC. 7. That the said commissioners may
grant building permits and establish building

lines, and may annually appoint a town bailiff,
who shall execute all laws and ordinances made
by said commissioners for the government of
said town, its good order, and the preservation
of the health of the residents thereof ; and said
bailiff, for the purpose aforesaid, shall possess
all the powers of a constable, and he shall give
bond to said commissioners in such penalty as
they may prescribe for the faithful performance
of his duties, and his compensation, shall be
prescribed and provided for by said commis-
sioners ; and the said commissioners or a jus-
tice of the peace shall have the power, through
the said bailiff as the town officer, to enforce
the payment of all fines, penalties and for-
feitures by commitment of the offender or
offenders to the county jail until the same be
paid, with costs, or released by said commis-
sioners. In the execution of all commitments
the said bailiff shall be entitled to the same fees
as constables in like cases, to be collected as
part of the costs.
