SEC. 9. And be it enacted, That the clerks of
said election in each district shall keep a list of

of said clerks shall carefully and accurately
enter and keep on a tally sheet the name or
names written or printed on each ballot as read

so that the number of votes for each candidate
entered and tallied thereon may be readily cast
up and known; and these tally sheets, when
the ballots are all read and entered, shall at
once be handed said judges of election.
SEC. 10. And be it enacted, That the judges of

before prohibited, in the presence of such of the
delegates balloted for as may chose to attend;
and shall carefully take out said ballots and
read distinctly and aloud the name or names

practicable, see that the said clerks shall
properly enter and tally same ; and when said
ballots are read off and counted, and tallied on
said tally sheets, the said judges shall take said
sheets and ascertain the number of said votes
for each person for delegates, and the five per-
sons in each district receiving the highest num-
ber of said votes or ballots for delegates, shall
be those duly elected as such. Said judges
shall enter on said tally sheets a certificate, to
be signed by them, setting forth the name of
each party balloted for as delegates, and the
