right to alter, amend or repeal this act, or any
part thereof, at its pleasure.

Effective.

SEC. 7. And be it enacted, That this act shall
take effect from the date of its passage.

librarian to furnish certain books to the city

full sets of the laws, reports of the court of ap-
peals, and other state publications, so far as the
same may be done without detriment to the state
library.
