SEC. 8. That the council shall annually appoint a clerk, who
shall also be treasurer, and who shall keep the minutes of the
proceedings in a well-bound book, which shall be open at all
seasonable hours to the inspection of all persons interested
therein; and he shall perform such other duties as the council
may assign him.

SEC. 9. That the council shall also annually appoint a chief
bailiff and such number of under-bailiffs as they may deem
necessary.

SEC. 10. That they shall allow their chief clerk, bailiff and
under-bailiff or bailiffs such compensation as they may deem
proper.

SEC. 11. That the council and all other officers of the corpo-
ration shall, before they enter upon the duties of their respec-
tive offices, take an oath that they will diligently and faithfully
discharge the duties of their office without favor, partiality or
prejudice, and said oaths shall be filed among the records of
the corporation.

SEC. 12. That the clerk and chief bailiff shall give bond to
the council in such penalties and with such sureties as the
council may require, conditioned for the faithful performance
of the duties of their respective offices.

SEC. 13. That the council shall receive all returns of election,
and determine all questions arising thereunder; but any person
considering himself aggrieved by such decision may appeal
therefrom to the Circuit Court for Montgomery county, which
court shall hear and determine such appeal, and decide who
shall pay the costs thereof.

SEC. 14. That said council may pass s«cti ordinances not
inconsistent with the law as they may deem beneficial and
necessary for the preservation of peace and good order, and
the enforcement of the provisions of this charter and the best
interests of the town; they may open and close streets, lanes
and alleys, and grade and pave the same, and their rights,
powers and duties in relation thereto shall be the same as is
provided by the Code of Public General Laws of this State
for opening, altering and closing public roads by the board of
