Building
committee.

H. Thomas, Elihu S. Riley, William G. Gischel, Richard H.
Phelps and Dr. Washington C. Claude, be and they are hereby
constituted a building committee for the purpose of purchasing
a lot or lots, and erecting and furnishing in the city of Annap-
olis, a public school building, four of whom shall form a
quorum, and the concurrence of four of them shall be
necessary for the decision of all questions which may arise in
the discharge of their duties; and all vacancies occurring in
said building committee, whether from death, resignation,
refusal to act or otherwise, shall be tilled by the school com-
missioners of Anne Arundel county.

SEC. 2. And be it enacted, That the said building com-
mittee shall, as speedily as possible, purchase a lot or lots, and
procure and adopt a plan and specifications for the erection of
said public school building, and as soon as said plan and speci-
fications are determined upon, the said committee shall invite
sealed proposals by advertisement for a reasonable time, for

the construction and completion of said work, which proposal
shall be sent in sealed envelopes in care of school examiner of
Anne Arundel county, addressed to said committee, and shall
be publicly opened on the day and at the hour named in said
advertisement, said proposal setting forth the amount of
money for which the parties proposing will complete the
building according to the specifications, and the time or
times at which payment therefor shall be made, and the
time when said building will be completed; and the said
building committee shall award the contract to the lowest

of Maryland in such penalty as said committee shall deter-
mine, conditioned for the faithful discharge of the contract

County Commissioners, school commissioners of Anne Arundel

'ing committee is hereby authorized and required to employ a
skilled and competent architect or architects, under whose con-
trol and supervision, as to material and workmanship, such
building shall be erected; and said building committee shall
also, in like manner, determine upon the proper furnishing of
the rooms and offices of said school building, and shall, at such
time as it may deem proper, advertise for such furniture as in
its discretion will be suitable for the uses and conveniences of
said school building, and the several rooms therein, and shall
award the contract therefor to the lowest responsible bidder or
