succeeding their election, and as often thereafter as may be
necessary to discharge the duties of their office, not less how-
ever than once every month.

SEC. 13. The mayor shall preside at all meetings and shall
call such meetings from time to time as he may deem necessary ;
but in the event of the absence of the mayor at any meeting,
the members of the council present shall elect one of their
number to preside during his absence, who shall for the time
being be clothed with all the powers and authority of said
mayor; a majority of the council shall constitute a quorum for
the transaction of business, and the council shall pass rules and
by-laws for their own government while in session.

SEC. 14. The council shall annually appoint a clerk, who
shall also be treasurer, who shall keep minutes of its proceed-
ings in a well bound book, which shall be open to the inspec-
tion for all persons interested therein, and shall record in a
similar book all ordinances passed by the council, and the
mayor shall sign his name to all ordinances as recorded and the
clerk shall attest his signature, and the clerk shall at least once
a year publish an itemized statement showing the receipts and
expenditures of said corporation, and the clerk shall discharge
such other duties as the council may require; and the council
shall also annually appoint a bailiff and such under bailiff and
other officers as may be deemed necessary.

SEC. 15. The council shall allow their clerk and bailiff and
other officers such compensation for their services as may be
reasonable.

SEC. 16. The council and other officers of the corporation,
before they enter upon the duties of their respective offices,
shall take an oath that they will faithfully and diligently dis-
charge the duties of their offices without favor, partiality or
prejudice.

SEC. 17. The clerk and bailiff shall give bond to the Mayor
and Council of Brunswick, in such penalty and with such
security as may be required, conditioned for the faithful per-
formance of the duties of the office of clerk and bailiff,
respectively, and the said bond shall be approved and recorded
in the office of the clerk of the Circuit Court for Frederick
county.
