issued; which said sale of said bonds shall be made only upon
due notice by publication in such newspaper or newspapers
as the said County Commissioners shall deem proper and
necessary.

bonds.

SEC. 6. And be it enacted, That the proceeds arising from
the sale of said bonds shall be paid over by the County Com-
missioners of said county to the treasurer of the board of
school commissioners of said county, whose bond shall be
responsible therefor, and which bond shall be required to be
made in an increased penalty, if said County Commissioners
shall so require; and said treasurer shall apply the said pro-
ceeds, under the direction of said board of school commis-
sioners, to the purchase of such lots and the erection and
furnishing of such school buildings as said board of school
commissioners may contract for, and for no other purpose; and
for the building and furnishing of such school houses the said
board of school commissioners shall contract, by sealed bids,
for which contracts advertisements shall be made in such news-
paper or newspapers as the said board of school commissioners
shall deem proper, giving notice of the time and place of the
public opening of such bids, and they shall require such bidder
to file with their bids a good and sufficient bond with a surety
or sureties to be approved by them in such penalty for the
faithful performance of the contract thereunder as they may
deem proper; and upon the opening of such bids, the said
board of school commissioners shall award the said contracts to
the lowest responsible bidders, respectively therefor, but they
shall have the power to reject any and all bids.

SEC. 7. And be it enacted, That the remaining thirteen
thousand dollars of the bonds authorized by this act shall not
be signed, but shall be deposited in some safe deposit vault
with two distinct and separate locks and keys, one of which
keys shall be kept by the president of the board of County
Commissioners, and the other by the president of the board
of school commissioners. After the expenditure of the said
sum of twelve thousand dollars by the board of school com-
missioners, if they shall find that a greater sum is needed for
the purpose of this act they shall render to the board of
County Commissioners a full and accurate account of their
expenditures in this behalf, and shall make requisition on said
board of County Commissioners for such additional sum as
may be necessary for the purpose of this act and for no more,
and said County Commissioners shall then sell in the same
