SEC. 197. In case of a failure to elect a mayor and at least
three councilmen, those in office shall continue to perform the
duties pending an election, which shall be held upon the
notice prescribed hereinbefore.

SEC. 202. The city council shall meet upon the next Mon-
day night succeeding their election, and after qualifying by
taking the prescribed oath, proceed to elect one of their
number president of the council; the said council shall meet
on the second Monday of each month, for the transaction of
the regular business of the town, but may meet oftener if
required. At all meetings of said council, three members
present and voting shall constitute a quorum for the trans-

action of business, and a majority vote of all the members
elected shall be necessary for the passage of any ordinance or
resolution. If during the term of said mayor or councilmen
any one of them should resign or remove from the town, or
otherwise be disqualified, an election to till the vacancy, on ten
days' notice thereof being given by the mayor or council, shall
be held, at which all persona qualified as prescribed in section
one hundred and ninety-two shall be entitled to vote.

SEC. 207. There shall be appointed annually by the mayor
and city council, and possessing the same qualifications as the
mayor, one person as bailiff of said town, whose duty it shall
be to preserve the peace and good order of the town, and for
this purpose the said bailiff is hereby vested with the same
powers and authority now possessed by constables under the
laws of the State; said bailiff shall take the required oath and
enter upon his duties on the second Monday of April of each
year.

SEC. 237. There shall be appointed annually by the mayor
and city council, and possessing the same qualifications as the
mayor, one person as supervisor, whose duty it shall be to
superintend the improvements of the town, and who shall
perform such other duties as the mayor and eity council may
prescribe; and he shall be allowed such compensation as shall
be fixed by them, and in case of a vacancy in the said office
a new appointment shall be made.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.
