sioners.

said town; and from that time and upon the same day in
every alternate year thereafter. And the qualification of the
voters for commissioners, shall be the same as for burgess and
assistant burgess. The said commissioners shall be twenty-five
years of age, citizens of the United States, residents of Sharps-
burg for five years next preceding the election, and shall take
the oath of office as hereinafter prescribed for town officers.
They shall receive an annual salary of tive dollars each, and no
other fee or compensation whatsoever; and in case of vacancy
in the board of commissioners, by death or otherwise, the
burgess and commissioners shall order an election to fill said
vacancy for the unexpired term, and said election shall be con-
ducted in accordance with the provisions hereinafter enacted
in reference to elections of town officers.

SEC. 9. The method of holding all elections in said town

shall be as follows : It shall be the duty of the burgess to
publish by hand-bills, posters or otherwise, put up in at least
six public places in said town, at least ten days prior to the
day of holding such election, giving notice thereof, which
notice shall state the officers to be voted for or the objects and

purposes of such election. He shall appoint, at least three
days prior to the day of said election, three citizens, qualified
voters of said town, to act as judges of election, one of said
judges to be of a different political party from the other two ;
and before they shall proceed to act as said judges they shall

take the following oath before a justice of the peace in Wash-
ington county : "We will fairly and impartially act as judges
of election for commissioners of Sharpsburg (or burgess, assist-
ant burgess and commissioners of Sharpsburg) on the —— day
of September, A. L). —— , according to the best of our knowl-
edge and understanding of law; " and a certificate that said
oath has been administered shall be received by the judges
and made to accompany the certificate of election returns as
hereinafter provided. On failure of the judges, or either of
them, so appointed, to appear, it shall be the duty of the
burgess to issue a certificate to one or more persons, as the case
may be, to act as such judge or judges, and shall qualify as
hereinbefore provided; and in case of death, absence, inability
or refusal of the burgess to issue such certificate, the duty of
issuing the same shall devolve upon the assistant burgess, and
in case of his death, absence, inability or refusal, the like duty
shall devolve upon one of the commissioners chosen by a
majority of that body; and upon failure of the burgess, assist-
ant burgess or commissioners chosen, as hereinbefore stated, to
