SEC. 2. And be it enacted, That this Act shall take effect

CHAPTER 427.
AN ACT to regulate the transfer of Licenses under power
of attorney, in Allegany County.
1. The clerk of any court, counsel or board in Allegany

county authorized to transfer any license shall, upon pay-
ment of one dollar, to be used as the fee for such license
issued, record any power of attorney to transfer such license,
and such license may be transferred thereafter only on appli-
cation of the grantee of such power.

2. This Act shall take effect from the date of its passage.

CHAPTER 428.
AN ACT to provide for affidavit to and recording of deeds
of trust conveying real estate in Montgomery County as
security for debt and of assignments and release of such
deeds of trust.
SECTION 1. Be it enacted by the General Assembly of Mary-

land, That from and after the passage of this Act no deed
of trust conveying real estate in Montgomery county as
security for debt shall be valid, except as between the parties,
unless the person or persons secured thereby, his or their
agent or attorney, shall make an oath, to be endorsed upon
such deed of trust, that the debt secured thereby is the abso-
lute property of the person or persons therein named as
beneficiary or beneficiaries.

SEC. 2. And be it farther enacted, That a certificate of every

assignment of any debt secured by any such deed of trust
shall be written upon the original deed of trust and signed
by the assignor of such debt, and the assignee thereof shall
make an affidavit, also to be written upon such deed of trust,
of like tenor and effect as the affidavit provided for in the
first section of this Act; and the form of said certificate shall
