with stabling to be at all times sufficient for five horses at
least; all said beds and chambers to be and remain on said
premises on which intoxicating liquor is by this sub-title of
this article licensed to be sold; and which applicant shall

also file in the office of the clerk of said court his bond,
duly executed to the State, with at least two securities, or
satisfactory security to the clerk, to be approved by said
clerk, in the penal sum of fifteen hundred dollars, con-
ditioned for the faithful observance of the provisions of this
sub-title of this article, and the payment of any and all
fines, penalties and damages which may be imposed or
recovered under this sub-title of this article, which said
bond shall be responsible to all such persons herein described
as may be injured by the sale of intoxicating liquors sold by
any person licensed under this sub-title of this article; pro-
vided, however, that if there shall not be twelve freeholders
resident in the school district in which the house may be
situated where intoxicating liquors are expected to be sold
or if said house be not situated within the limits of any
school district, in such case it shall be sufficient that the
certificate required by this section shall be signed by at least
twelve freeholders, resident in the election district in which
said hotel may be situated.

Section. 136. Before any person can obtain a license under
the sub-title of this article, he shall be required to pay to

said clerk for the license to be issued as hereinafter directed
for each place of sale of intoxicating liquor, the sum of
money which is now or which hereafter may be required by
the general laws of the State, to be paid into the treasury
of the State, and shall in addition thereto pay the said clerk
for a license to sell by the drink or in quantities not to
exceed five gallons the sum of three hundred and fifty dol-
lars for one year; and whenever the said court is satisfied
that the house in which liquors are to be sold will be a bona
fide hotel for the reception of guests or permanent or tran-
sient boarders at all times and kept and generally recognized
as such, and shall be further satisfied that the said applicant
is a fit person to conduct a hotel, and that the provisions oi
this Act are fully complied with, it shall be the duty of the
said clerk upon the order of the court to issue to the appli-
cant a license according to law, and all licenses issued under
said sub-title of this article shall be transferable as traders'
